Why phone data matters to a Pakistani online store

Smartphone users in Pakistan are the only people who can see your Meta or TikTok ad, open your Shopify store and place a COD order. But the phone number they type into your order form may belong to a very different device, and the phone they browse on is usually a budget Android, not a flagship. This post puts the latest Pakistan Telecommunication Authority (PTA) handset data for 2026 into one table and reads it from the point of view of a seller who confirms orders on WhatsApp and pays for every returned parcel.

The newest numbers came out this month. A PTA report published on October 2, 2026 showed that 1.66 million mobile phones were made or assembled in Pakistan in August 2026, down 57 percent from July and 14 percent from August 2025, as reported by Pakistan Observer. From January to August 2026, local plants produced 18.66 million phones, about 6 percent less than the 19.77 million in the same months of 2025.

One honest limit before we start: phones assembled are not phones sold, and phones on the network are not people. One person can carry two phones and three SIMs. So this data shows the shape of the market, not a head count of your customers.

The data: phones made and imported in Pakistan, April to August 2026

Below is every month with a published figure, from Topline Securities' reading of PTA data as reported by Profit and Times of Islamabad, plus the August PTA report. Figures are in million handsets. Total supply is local plus commercial imports.

Month (2026)Made in PakistanCommercial importsTotal supplyWhat was happening
January to March (combined)7.36 (our calculation)--Ramadan and Eid ul Fitr season
April1.810.372.18Month after Eid ul Fitr
May2.000.322.32Eid ul Adha month
June1.930.642.57Month after Eid ul Adha
July3.900.114.01Biggest month of 2026 so far
August1.660.081.74 (our calculation)Sharp drop after July

Sources for each row: January to May total of 11.17 million, April and May from Profit; June from Profit; July from Times of Islamabad; August from Pakistan Observer. The January to March figure is 11.17 million minus April and May. The August total is 1.66 plus 0.08.

Two things stand out. First, July was more than double June: local output rose 102 percent month on month to 3.90 million, 9 percent more than July 2025, according to Times of Islamabad. Second, August fell straight back to 1.66 million. Phone buying in Pakistan comes in bursts, not a smooth line, and a seller of phone accessories, covers, chargers or earbuds should expect the same bursts in their own orders a few weeks later.

Local plants now cover almost the whole market. About 95 percent of domestic demand in August 2026 and about 87 percent over January to August was met by phones made in Pakistan, according to Pakistan Observer.

Smartphones vs 2G phones: the number most sellers miss

PTA also splits local assembly into smartphones and 2G feature phones, the small button phones that cannot run WhatsApp or a browser. In 2026 the button phone is still winning.

Period (2026)Smartphones assembled2G phones assembledSmartphone share (our calculation)
January to May4.92 million6.25 millionabout 44%
January to June5.78 million7.32 millionabout 44%
January to Augustabout 8 millionabout 11 millionabout 42%

Sources: January to May from PhoneWorld (June 20, 2026), January to June from The Nation, January to August from PhoneWorld (October 1, 2026) and TechJuice. The share column is smartphones divided by smartphones plus 2G phones.

The picture is different when you look at phones already in use. PTA data puts smartphones at 72.3 percent of devices on the cellular network in the June 2026 report and 71 percent in the October 2026 report, with 2G handsets making up the rest, according to PhoneWorld. So most phones in use are smartphones, but most new phones being made locally are button phones. Many of those are second phones: a cheap handset kept for calls, often with the number a person gives out to strangers, couriers and shops.

Internet on the phone: big, but not everyone

Reading the gap: in the same PTA update, there were 201 million cellular subscriptions but 151 million mobile broadband subscriptions. That leaves roughly 50 million connections (our calculation) without mobile internet. These are SIMs, not people, but it fits the handset data above: a big part of Pakistan's phone use is still calls and SMS. And 5G is tiny. PTA held the 5G spectrum auction on March 10, 2026, according to PkRevenue, but only 134,501 5G phones were assembled in August 2026. Your customers are on 4G and on budget phones.

Which phones? The top local makers from January to August 2026 were VGO Tel (2.45 million), Infinix (1.96 million), itel (1.56 million), Tecno (1.14 million) and Samsung (1.01 million), according to Pakistan Observer. Most of these are budget and entry-level brands. That is the screen your product page is judged on.

What to do with this data

  1. Do not rely on WhatsApp alone to confirm COD orders. If a number shows no WhatsApp account or the message stays on one tick, the customer may have given a button phone number. Call or send an SMS instead of cancelling the order.
  2. Ask for a WhatsApp number as a separate, optional field on your COD form, next to the main phone number. Some customers will give you both, and you get a better chance to confirm.
  3. Build your store for budget Android phones. Compress product images, avoid heavy video on the first screen, and test your product page on an entry-level phone on mobile data, not on office Wi-Fi.
  4. Keep the order form short. Typing a long address on a small screen is where many orders are abandoned or entered wrong.
  5. Watch the monthly PTA numbers if you sell phone accessories. A month like July 2026, when phone output more than doubled, means many new phones in people's hands and a wave of demand for covers, protectors and chargers soon after.
  6. Write ads for the phone owner who is also on a tight budget. The best-selling phone makers are entry-level brands, so price, COD and free delivery messages matter more than premium imagery.

Example: what a button phone number costs you

Example only, not real store data. Take a store that gets 1,000 COD orders a month and confirms them on WhatsApp. Say 5 percent of the numbers, 50 orders, never show a WhatsApp reply because the customer typed a button phone number.

ApproachWhat happens to the 50 ordersCost
Ship without confirmingSome are refused at the door and come backForward and return shipping on every refused parcel
Cancel all 50Real buyers are lost50 lost sales and the ad spend that brought them
Call or SMS the 50Real buyers confirm, fake ones are droppedAbout a few minutes of calling per order

If shipping out and back costs you Rs 400 on a refused parcel (put your own courier rate here) and 20 of those 50 orders are refused, that is Rs 8,000 a month lost on one small group of numbers. A phone call costs much less. Use your own rates and your own share of no-reply numbers.

To know whether this is worth the effort in your store, look at return rates by city and product. RabbitROI shows return (RTO) rates by courier, city and product, which makes it easier to see whether the orders you could not confirm on WhatsApp are the ones coming back.

What the data cannot tell you

  • Who owns the phones. Handset and SIM numbers are not people. One customer can have a smartphone and a button phone.
  • Sales by city. PTA's manufacturing figures are national. They do not show which cities buy more smartphones.
  • Old phones still in use. Assembly data shows new phones only. The 71 percent smartphone share of devices on the network is the better guide to what people use today.
  • Imported phones in personal baggage. Commercial import figures do not include every phone that comes into the country.

FAQ

How many smartphone users are there in Pakistan?

PTA does not publish a count of people. It reports devices: smartphones were 71 percent of devices on the cellular network in its latest figures reported in October 2026, and there were 151 million mobile broadband subscriptions in a recent PTA update.

Are more smartphones or button phones made in Pakistan?

Button (2G) phones. From January to August 2026 Pakistan assembled about 11 million 2G phones and about 8 million smartphones, out of 18.66 million in total.

Which month of 2026 had the most phones made in Pakistan?

July 2026, with 3.90 million phones made locally, up 102 percent from June and 9 percent from July 2025. August then fell to 1.66 million.

Should I confirm COD orders only on WhatsApp?

No. Some customers give a number that is on a button phone without WhatsApp. If there is no WhatsApp reply, call or send an SMS before you cancel or ship.

Do I need to optimise my store for 5G?

Not yet. Only 134,501 5G phones were assembled in Pakistan in August 2026. Build for 4G and budget Android phones.
