Why COD order confirmation on WhatsApp matters so much in Pakistan
COD order confirmation on WhatsApp is the cheapest point in your whole order flow to stop a bad parcel. Once a parcel is with the rider, you have already paid forward shipping, and if the buyer refuses it you usually pay the return charge too. Before dispatch, cancelling an unwanted order costs you one message.
Public data shows how big this stage is. A June 2026 OrderNation study of about 170,000 orders from one large Pakistani online retailer found that 94.5% of orders were cash on delivery, and that COD orders were cancelled 37.3% of the time against 2.8% for prepaid orders. In the study's April 2026 deep-dive, roughly three-quarters of those cancellations happened before dispatch, at the order-confirmation stage. Of the parcels that did ship, about 1 in 5 came back (19.4% of shipped order value).
Read those two numbers together. Confirmation is already where most weak orders are caught, and still 1 in 5 shipped parcels returns. A sharper confirmation step is the lever most sellers can pull this week without changing courier, product or ads.
What changed on 1 October 2026 for WhatsApp messages in Pakistan?
If you confirm orders through an automation tool or app, you are using the WhatsApp Business Platform (the API), and Meta charges per delivered template message. Meta's pricing page lists Pakistan among the markets moving to standalone pricing from 1 October 2026, with higher utility and authentication rates. Order confirmations are normally sent as utility templates.
TechJuice reported that under the new structure Pakistani businesses pay $0.015 per utility, authentication or service message, against $0.0014 in India, about 10.7 times more. It also reported that free messages inside the 24-hour customer service window are being removed, with 1,000 free service messages per business phone number each month instead.
One exception from Meta's own rules is worth knowing: when a customer messages you from a Click-to-WhatsApp ad and you reply within 24 hours, a free entry point window opens for 72 hours. Rules differ by message type and change often, so check the exact rate card your WhatsApp provider shows you before you budget.
Step-by-step: how to confirm a COD order before you ship
This is a method you can run by hand from the WhatsApp Business app on day one, and automate later once volume grows.
- Send the confirmation within minutes of the order, not the next morning. The buyer still remembers the ad and the product. A late message is the one that gets ignored.
- Put everything the buyer must check in one message: product name and variant, quantity, total amount in Rs including delivery, full address, and the phone number the rider will call.
- Ask for a nearest landmark. Riders in Pakistan find houses by landmarks ("near Jamia Masjid", "opposite Butt Sweets"), and many addresses typed on a phone are incomplete.
- Give two clear reply options: 1 to confirm, 2 to cancel. A buyer who wants to cancel should find it easy. That cancellation saves you a round trip.
- Wait a fixed time, for example 6 hours, then send one reminder. Keep it short and repeat the total.
- If there is still no reply, call once for orders that pass your call rule (next section). Otherwise hold the order for 24 hours, then cancel it and tag it "no reply".
- Ship only orders marked confirmed. Write the landmark and the confirmed phone number on the booking so the rider sees it.
- On the day of dispatch, send the tracking number. A buyer who knows the parcel is coming is more likely to keep cash ready.
Copy-ready confirmation messages (English and Roman Urdu)
Most Pakistani buyers reply faster in Roman Urdu. Use the one that matches how your ads are written. Replace the words in brackets.
| Step | English | Roman Urdu |
|---|---|---|
| First message | Assalam o Alaikum [name], thank you for your order from [store]. [product], qty [x], total Rs [amount] cash on delivery. Address: [address]. Please reply 1 to confirm or 2 to cancel. | Assalam o Alaikum [name], [store] se order karne ka shukriya. [product], qty [x], total Rs [amount] cash on delivery. Address: [address]. Confirm karne ke liye 1 likhein, cancel ke liye 2. |
| Landmark ask | Please share a nearby landmark so the rider can find you easily. | Rider ko asaani ho, is liye qareeb ka koi landmark bata dein. |
| Reminder (after 6 hours) | Reminder: your order of Rs [amount] is waiting. Reply 1 to confirm so we can ship today. | Yaad dihani: aap ka Rs [amount] ka order pending hai. 1 likh dein taake aaj hi dispatch ho jaye. |
| After confirm | Confirmed. Your parcel ships today. Please keep Rs [amount] ready for the rider. | Confirm ho gaya. Parcel aaj dispatch hoga. Rider ke liye Rs [amount] tayyar rakhein. |
| Tracking | Your parcel is booked with [courier], tracking number [number]. | Aap ka parcel [courier] se book ho gaya hai, tracking number [number]. |
If you automate these, the first message, the reminder and the tracking message are separate templates and each one is billed when delivered. Short buttons (Confirm / Cancel) usually get more replies than asking people to type.
Which orders deserve a phone call?
Calling every order does not scale, and calling none wastes the orders worth saving. Write a simple rule and stick to it. A starting rule:
- High order value: any order where a refused parcel would cost you more than a few calls, for example bundles or orders above your average basket.
- Weak cities: cities where your own delivery success is low. In the OrderNation study, COD delivery success ranged from above 90% in some Punjab cities to roughly 50% in Gilgit, and Bannu, Mansehra, Kotli and Haripur each had at least one courier below 60%.
- Traffic from social feeds: the same study found social-discovery orders came back 22.7% of the time, against 14.2% for search-intent orders.
- Something looks off: a name that is one letter, an address with no area, the same number placing several orders, or a buyer asking to change the price.
- No reply after the reminder: one call before you cancel.
For the weakest cities, you can also ask the buyer to pay the delivery charge in advance before you ship. A buyer who pays even a small amount has shown real intent.
What does WhatsApp confirmation cost now? A worked example
Example (illustrative numbers, not real store data). A store gets 2,000 COD orders a month. Every order gets a confirmation message and a tracking message, and half of them need a reminder. That is 2,000 + 2,000 + 1,000 = 5,000 template messages. At the $0.015 rate TechJuice reported, that is $75 a month. At an assumed rate of Rs 280 per dollar (check your bank's actual rate), that is about Rs 21,000.
Now compare it with one refused parcel. Assume forward shipping of Rs 250 and a return charge of Rs 250, so Rs 500 lost on shipping alone, before ad spend and damaged stock. Rs 21,000 divided by Rs 500 is 42. If better confirmation stops 42 bad parcels from shipping out of 2,000 orders, about 2%, the messages have paid for themselves.
| Option | Cost per order | Speed | Best for |
|---|---|---|---|
| Manual, WhatsApp Business app | Staff time only, no per-message platform charge | Slow at volume; replies depend on who is on shift | Under roughly 30 to 50 orders a day |
| Automated, WhatsApp Business Platform (API) | Per delivered template, at the new Pakistan rate | Instant, 24 hours a day | Higher volume, sale days, night orders |
| Phone call | Staff time plus call cost | Slowest; many buyers do not pick up unknown numbers | High-value or risky orders only |
The higher rate does not make automation a bad idea. It makes wasted messages expensive. Cut templates you do not need, merge the landmark question into the first message, and stop reminders the moment an order is confirmed or cancelled.
Common mistakes that make confirmation useless
- Sending the message the next day. By then the impulse has gone.
- Not repeating the total in rupees. Buyers who find out the price at the door are the ones who refuse.
- Shipping "no reply" orders anyway because the warehouse is quiet. That is exactly the parcel that comes back.
- Never measuring it. Track how many orders were confirmed, cancelled and unanswered each week, and the return rate of each group once parcels settle. The OrderNation study found a failed COD delivery takes a median of 21.7 days to show up in the seller's books, so wait for settlement before judging.
- Treating Ads Manager purchases as sales. A confirmed and delivered order is a sale; a placed order is not.
Confirmation works best together with a clean order form. RabbitROI's one-page COD order form collects the details riders need in one place, and its return (RTO) rates by courier, city and product show which cities and products deserve a call before you ship.
FAQ
How do I confirm COD orders on WhatsApp?
Send one message within minutes of the order with the product, quantity, total in Rs, address and phone number, and ask the buyer to reply 1 to confirm or 2 to cancel. Send one reminder after a few hours, call risky orders, and ship only confirmed orders.
Did WhatsApp Business messages get more expensive in Pakistan?
Yes. Meta listed higher utility and authentication rates for Pakistan from 1 October 2026. TechJuice reported $0.015 per utility, authentication or service message, about 10.7 times the Indian rate. Check your provider's rate card for your exact cost.
Is WhatsApp confirmation better than a phone call?
For most orders, yes: it is faster, leaves a written record and lets the buyer cancel easily. Keep calls for high-value orders, weak cities and buyers who do not reply to the reminder.
How long should I wait for a reply before cancelling?
A simple rule is one reminder after about 6 hours and cancellation after 24 hours with no reply. Adjust it to your own data once you see how many late replies still lead to delivered parcels.
