What changed this week

If you run an online store in Pakistan and have not filed your income tax return yet, you have until October 15. On September 30, 2026 the Federal Board of Revenue announced on its official X account that the deadline for Tax Year 2026 returns was moved from September 30 to October 15, as reported by The Nation. This post explains what the deadline means for an online seller who gets paid through COD, how much being a non-filer can cost you on every parcel, and a short list of what to do before the 15th.

According to Dawn, FBR gave the extension after requests from trade bodies and tax bar associations, citing delays in issuing return forms, heavy traffic on the filing portal and technical problems with the IRIS system. The Nation reports that the Federation of Pakistan Chambers of Commerce and Industry and the Karachi Tax Bar Association were among those who asked.

Filing is already far ahead of last year. Dawn reports that 5.181 million returns had been filed for Tax Year 2026 by September 29, against 3.553 million for Tax Year 2025 at the same point, an increase of 45.8 percent.

One warning from the same day: before the real extension, a fake document called Circular No. 4 of 2026-27 IR Operations was shared on social media claiming the deadline had already moved. FBR officials called it fake, as reported by Pakistan Observer and The Nation. Only trust deadline news from FBR's own website and verified accounts, not forwarded screenshots on WhatsApp.

Why an online seller should care: the courier takes tax from your COD money

Since July 1, 2025 Pakistan has had a separate withholding tax regime for goods ordered online, under section 6A of the Income Tax Ordinance 2001, according to TaxationPK. The tax is taken before the money reaches you:

  • On cash on delivery orders, the courier is the withholding agent. It deducts tax from the gross amount it collected from your customer.
  • On digital payments (bank transfer, wallet, card), the payment intermediary such as a bank or payment gateway deducts it.
  • Couriers and payment intermediaries deposit this tax and file monthly statements by the 10th of the following month, according to VATupdate's summary of S.R.O. 1429(I)/2025.
  • TaxationPK and URCA describe the deduction as a final tax on that income.

The rate depends on whether you are on FBR's Active Taxpayers List (ATL), which you join by filing your return. The rate card for Tax Year 2027 published by URCA lists these rates:

Payment typeFiler (on ATL)Non-filer
Digital payment via online platform1%2%
Cash on delivery via online platform2%4%

So for a COD seller, filing your return can halve the tax the courier takes from every parcel. That is the main reason this deadline matters more to an online store than to many other small businesses.

Example: what being a non-filer costs a COD store

Example (not real store data): a Lahore store delivers 300 COD orders a month at an average of Rs 3,000 each. The courier collects Rs 900,000 in a month.

ItemFiler (2%)Non-filer (4%)
Tax deducted on one Rs 3,000 orderRs 60Rs 120
Tax deducted per month (Rs 900,000 COD)Rs 18,000Rs 36,000
Tax deducted per yearRs 216,000Rs 432,000
Extra cost of being a non-filer per year-Rs 216,000

If the same store moved some customers to prepaid orders, the filer rate on digital payments is 1 percent, which is Rs 30 on a Rs 3,000 order instead of Rs 60 on COD.

Now compare that with the cost of filing late. Dawn reports that the Finance Act 2026-27 raised the charge for being put on the Active Taxpayers List after missing the deadline: Rs 25,000 for individuals (up from Rs 1,000), Rs 50,000 for associations of persons (up from Rs 10,000) and Rs 100,000 for companies (up from Rs 20,000). For the example store, Rs 25,000 is small next to the Rs 216,000 a year it would lose as a non-filer, but it is Rs 25,000 you can avoid completely by filing before October 15.

Whatever your status, the deduction comes out of your COD remittance, so it belongs in your margin calculation next to courier charges and returns. RabbitROI shows net profit per ad campaign after returns, ad spend, product cost and shipping; take the courier's tax deduction off that figure too when you decide what an order is really worth.

What to do this week, before October 15

  1. Check whether you are on the Active Taxpayers List. URCA points to FBR's ATL lookup on fbr.gov.pk. If your CNIC or business NTN is not there, you are being charged the non-filer rate.
  2. Download your courier payment statements for Tax Year 2026, which runs from July 1, 2025 to June 30, 2026. Look for the tax line on each remittance. Your accountant will need these totals.
  3. Export your Shopify orders for the same period and your bank statements for the account where courier payments land. Match courier remittances to bank credits so nothing is counted twice.
  4. Do the same for digital payments: note what your bank or payment gateway deducted.
  5. Book time with your accountant this week, not on the 14th. Ask how the final tax collected by couriers is treated in your return and whether you also have other income to declare. This is general information, not tax advice; check with your accountant for your case.
  6. File on IRIS early. The portal had heavy traffic before the first deadline. Last year FBR extended twice, to October 15 and then October 31, according to Dawn, but that is not a promise for this year.
  7. Ignore deadline screenshots on WhatsApp. Check FBR's website or its official X account before you change your plan.

The other FBR rule online sellers should know about: e-invoicing

Separately from the return deadline, ProPakistani reported in February 2026 that FBR, through S.R.O. 288(I)/2026, listed online sellers among the businesses required to register, install and integrate electronic invoicing hardware and software with FBR's computerized system and report transaction details through FBR's online platform. The report did not give deadlines, thresholds or penalties for online sellers.

If you have not heard about this from your accountant, ask them in the same meeting whether it applies to your store and what your Shopify setup would need. Do not buy any e-invoicing software until you know whether you are covered.

What this means for pricing and payments

Two practical points for the coming months. First, if you stay a non-filer, 4 percent of every COD order goes to tax before you see it; on thin margins that can be the difference between profit and loss once returns are counted. Second, the 1 percent rate on digital payments for filers gives you one more reason to offer a prepaid option, for example a small discount for bank transfer or wallet payment, alongside COD.

From October 7, petrol is Rs 394.83 per litre and high-speed diesel Rs 395.85, according to TechX, so delivery and supply costs stay high. The tax deduction is one cost you can cut yourself, simply by filing on time.
