What changed this week

If you have ever thought about an SME loan in Pakistan to buy stock for your online store, the way you apply changes on November 1, 2026. On Thursday, October 29, the State Bank of Pakistan (SBP) launched SMEConnect, a single online portal at smeconnect.sbp.org.pk for small and medium businesses that want financing from banks and development finance institutions (DFIs). From November 1, all SME financing applications will be received only through this portal. If you walk into a bank branch or open a bank's website to apply, you will be sent to SMEConnect.

The launch came in the same week the SBP raised its policy rate by 0.5 percentage points to 12% at its October 26 meeting. The Monetary Policy Committee said headline inflation was 10.3% in September and pointed to high global energy prices and domestic wheat supply problems. So borrowing has become a little more expensive at the same time as applying has become more transparent.

This post explains what the portal does, how an online seller fills it in step by step, what to have ready, and a worked Rs example to check whether a stock loan makes sense for a COD business before you apply.

What is SMEConnect and what does it change for a small seller?

SMEConnect is a front door, not a new loan scheme. Banks still decide who gets money and on what terms. What the portal changes is how visible the process is.

  • One application place: you apply to banks and DFIs from one website instead of visiting branch after branch.
  • Live status: you can track your application as draft, submitted, under review, approved, rejected or disbursed.
  • Reasons for rejection: if a bank says no, the portal shows you the reason. Before this, many small applicants never found out why.
  • SBP can see the numbers: the State Bank gets a live dashboard of applications received, processed, approved, disbursed and rejected, for each bank and for the whole industry.
  • Banks must help: banks and DFIs have been told to show the SMEConnect link clearly on their websites and train their SME and field staff to guide applicants.
  • Language: the portal works in English and Urdu, and a tutorial video is available on it.

What it does not change: bankers quoted by Dawn pointed out that any bank can still reject an SME application, and neither the government nor the central bank can force a private bank to lend if the bank is not satisfied. The portal makes rejection visible, it does not make approval automatic.

How to apply for an SME loan on SMEConnect: step by step

Based on the walk-through published by ProPakistani on October 29, the process has five parts:

  1. Create an account: go to smeconnect.sbp.org.pk, click Please Register, and enter your full name, mobile number, email, gender, CNIC and a password. Accept the terms and enter the security code sent to your email or mobile.
  2. Verify your business bank account: enter the IBAN of your main business account. The portal fills in the bank name and verifies the IBAN. If you have accounts in several banks, use the IBAN of the bank you want the financing from.
  3. Add business information: business name, owner's CNIC, business email, nature of business, NTN, business status, address, year established, annual sales, business premises and registration authority. Save, review the summary and confirm.
  4. Apply for financing: on the dashboard click Apply for New Financing, then choose the mode of financing (Islamic financing is one of the options), the amount and the tenor.
  5. Review and submit: check everything (you can save a draft and come back), click Submit Application, read the undertaking and click Agree and Submit. You get a case ID, submission date, the assigned bank and the status.

After that, the bank contacts you on the mobile number or email you gave. Logging in again needs your email, password and a six-digit OTP. For help, the SBP helpline is +92 21 111 727 273, and complaints go through the SBP Sunwai portal or app.

What should an online seller prepare before applying?

The portal asks for things a shop with a counter has on paper. An online seller has the same facts spread across Shopify, the courier portal and the bank app. Collect them first so the form matches what the bank later checks.

The portal asks forWhere an online seller finds itWhy it matters
IBAN of business accountYour bank app; ideally the account your courier pays COD intoCourier payouts landing here show real, regular sales
NTNFBR IRIS profileAsked on the form; a missing NTN is a weak start
Annual salesShopify sales report for the last 12 months, delivered orders onlyBooked COD orders include returns; delivered sales are the honest number
Nature of business and premisesYour store category, and where you pack and store stock (home, shop, warehouse)Tells the bank what the loan will buy and where the stock sits
Year establishedStore creation date, first courier invoice, or business registrationOlder businesses with a track record are easier to assess
Amount and tenorYour own stock plan for the next sale seasonBorrow for a clear purpose and a period you can repay in

Also keep your courier payment statements handy. If your COD money comes in through Leopards, PostEx or any other courier, a few months of statements matching your bank credits is the simplest proof that the business is real. Our earlier COD payment reconciliation sheet can help you line them up.

Example: does a stock loan pay for a COD seller at a 12% policy rate?

Banks set their own lending rates above the policy rate, so ask your bank for the actual rate. The numbers below are an Example with assumed figures, only to show the method.

Example: a seller wants Rs 600,000 for 3 months to buy 500 units of a product before the winter sales. Product cost Rs 1,200, selling price Rs 2,500, delivery charge Rs 250 per parcel, return charge Rs 125 per returned parcel, ad spend Rs 400 per dispatched order. Assume the bank's rate is 17% a year. Interest for 3 months = 600,000 x 17% x 3 / 12 = Rs 25,500. Returned units go back into stock and are sold again.

Per 100 dispatched ordersDelivery rate 75%Delivery rate 60%
Delivered orders7560
Cash collected (Rs 2,500 each)Rs 187,500Rs 150,000
Product cost of delivered unitsRs 90,000Rs 72,000
Delivery charges (100 x Rs 250)Rs 25,000Rs 25,000
Return chargesRs 3,125Rs 5,000
Ad spend (100 x Rs 400)Rs 40,000Rs 40,000
Profit per 100 dispatchedRs 29,375Rs 8,000
Dispatched orders needed to sell 500 unitsabout 667about 833
Profit on the whole stockabout Rs 195,800about Rs 66,700
Interest (Rs 25,500) as share of profitabout 13%about 38%

The reading is simple. At a 75% delivery rate the loan costs a small slice of the profit. At 60%, the same loan eats more than a third of it, and you need about 166 more dispatched orders, with their ad spend, to sell the same 500 units. That also takes longer, so the stock may not be sold within the 3-month tenor.

The rate hike itself is smaller than people fear: on Rs 600,000 for 3 months, an extra 0.5 percentage points adds about Rs 750 of interest, if the bank passes it on in full. Your delivery rate moves the result far more than the policy rate does. Before borrowing, know your real delivery rate by courier and city. RabbitROI shows return (RTO) rates by courier, city and product, and net profit per ad campaign after returns, which are exactly the two numbers this table depends on.

What to do this week

  1. Decide if you need a loan at all. Run the table above with your own numbers. If profit at your real delivery rate does not cover the interest with a wide margin, fix returns first.
  2. Register on smeconnect.sbp.org.pk now, before November 1, and watch the tutorial video. Creating an account does not commit you to anything.
  3. Make sure your COD payouts land in a business account in your name, and use that IBAN on the portal.
  4. Check your NTN and IRIS login work. For anything about tax status, check with your accountant.
  5. Export 12 months of delivered sales from Shopify and match them to courier statements and bank credits.
  6. Write down the purpose in one line (for example: winter stock, 500 units, sold over 3 months) and ask for an amount and tenor that match it.
  7. If you are rejected, read the reason on the portal, fix what you can, and complain through Sunwai if you think the process was unfair.

The bigger picture

Dawn notes that SMEs have a higher default rate than other sectors and that growth is stuck around 3.7%, which is why banks are careful with small borrowers. SMEConnect does not remove that caution, but it gives the State Bank a live view of which banks approve and which reject, and it gives you a written reason when the answer is no. ProPakistani also recalls that SBP raised SME financing limits to up to Rs 500 million in October 2024. For an online seller, the practical lesson is that clean records (delivered sales, courier payouts in a business account, an NTN) now matter as much as the business itself.

FAQ

Can I still apply for an SME loan at my bank branch after November 1?

From November 1, 2026, the SBP says all SME financing applications will be received only through SMEConnect. If you visit a branch or bank website, you will be directed to the portal. Bank staff have been told to guide you through it.

Does SMEConnect give loans itself?

No. It is a portal. Your application goes to a bank or DFI, and the bank makes its own decision. You can track the status and see the reason if it is rejected.

What do I need to register on SMEConnect?

Your name, mobile number, email, CNIC and a password to register, then the IBAN of your business bank account, and business details such as NTN, nature of business, address, year established, annual sales and premises.

Is Islamic financing available on SMEConnect?

Islamic financing is one of the modes of financing shown in the application form. Which products you are offered depends on the bank.

Did the October rate hike make SME loans expensive?

The SBP raised the policy rate by 0.5 percentage points to 12% on October 26. Bank lending rates are set above the policy rate, so ask your bank for the actual rate. In our Example, the extra 0.5 points adds about Rs 750 on a Rs 600,000 loan for 3 months.
